The Community Planning Advisory Councils (CPACs) were created in the unincorporated County to facilitate and encourage direct citizen participation early in the planning process when it is easier for project proponents and decision-makers to respond to public concerns. The primary purpose of the CPAC is to gather community response to proposed projects. The projects reviewed range from broad policy questions that apply countywide, to small development projects of local interest. Entitlements reviewed include General Plan and Zoning Code amendments to plans, zoning matters and use permits.

The SEED (Supplier Education and Economic Development) program offers incentives to local small businesses that participate in SMUD's competitive bid process. It also helps prime contractors find local sub-contractors, which gives their bids or proposals a competitive edge.
SMUD awards $200-$300 million in contracts every year, $40-$60 million of which goes to SEED vendors and suppliers.
Our goal is to award 20% or more of all eligible contracts to SEED vendors.

The Sac Metro Air District's annual Check Before You Burn season runs from November 1 through the end of February. Wood-burning regulation Rule 421 restricts or prohibits the use of all fireplaces, wood stoves, inserts, and pellet stoves when fine particle pollution (PM2.5) is forecast to be high. This law applies to residents and businesses in unincorporated Sacramento County, and the cities of Citrus Heights, Elk Grove, Folsom, Galt, Isleton, Rancho Cordova, and Sacramento.
